[ase-users] GPAW test run fail

Supposedly this error arises if you use PYTHONHOME rather than PYTHONPATH.
I can't reproduce it using current versions of things, please ensure
PYTHONHOME and PYTHONPATH are set correctly.  You can also use pip to
temporarily install a different numpy via pip install --user even without
root.
