1. Yes, if you update to (e.g.) the newest svn version.

2. Depends on too many things :).  The 'normal' interface to generating 
setups is the command line script, which doesn't require knowing the 
location of the parameters dictionary.  If you are doing 'non-standard 
stuff' it may be necessary to read some code once in a while.
