That is the command to get a new copy with the newest version from svn.
But that won't install or update anything.  You probably have an existing 
installation, and this should be replaced or updated as appropriate (can't 
say with more detail without knowing more).

Easy solution: get 'parameters' from gpaw.atom.generator.

(I think that will still work even after updating, because the relevant 
dictionary can probably *also* be imported from there even after the 
change)
