[ase-users] No bin dir in tarball

I also noticed something similar along these lines. I think the manual
instructions are either out of date or have the wrong download link:

The tarball at the link in that section (coming from pypi) has no "bin"
directory (nor "tools" directory, but I guess that's going away?). The
instructions in that same section are to point your PATH variable to the
"bin" directory, which doesn't exist. So it sounds like the manual
installation instructions need to be updated to reflect the new way that
the exectuble files are intended to be handled.
The quickest solution might be instead to point to the tar.gz link from
gitlab? This has the bin and tools directories included:
