[ase-users] No bin dir in tarball

The standard installation procedure creates and installs the 'ase'
script in a bin-directory. Ordinarily the 'ase' script did not exist
at all unless ASE was installed, but this was annoying for those who
develop/test from the source-dir without building/installing. Thus a
'fake' ase script has been included in ase/bin.
Is there a reason why you noticed/need this?
