[ase-users] Dependency: scipy

Dear all,

Starting from ASE 3.17.0 (so not including possible 3.16.x bugfix
releases), ASE will require scipy.  So far scipy was optional.  Scipy
is available in practically all packaging systems, and is
automatically installed via pip along with ASE, so hopefully this
change will not matter to anyone.  Nevertheless if anyone here knows
of any platforms/architectures where scipy is somehow problematic, it
would be interesting to know about.
